There is a newer budget airline based out of Singapore, JetStar Asia maybe. A while ago they were offering one-way tix for about US$70. Some friends of mine have flown it. There is minimal service and I think no food and such, so bring something to eat on board as it is about a 4 hour flight I believe. Otherwise, China Airlines based out of Taiwan usually have the lowest fairs of the big carriers.

Bring some money to eat! A lot of good cheap food.

Taipei has an excellent, clean, cheap subway system. City busses are nice and cheap, but difficult to figure out. Island-wide trains are good, busses are a little more expensive, but usually give you a huge seat with your own TV! Flying around the island is also an option if you have the $.

There are a number of airport busses from CKS Airport that can bring to Taipei (about 45 mins) for about US$5. A limo/taxi will cost $30-50.
